I am in a rural area where I only get one bar or nothing. How will this booster help?

I am assuming the cell phone has to at least have one bar of signal for the booster to work? We are in construction building new fiber in rural areas and we are trying to figure out a way to be able to communicate with the outside world in case of an emergency.
