The HiBoost SLT can amplify available outside cell signal; as long as there is some outside signal, it can improve it. If there is no outside signal on the property, then any cell phone signal booster will not be able to operate. (See this web page for more information about signal strength and how to measure it.)
The distance that cellular signal will travel from a tower is limited by the frequency, the tower’s wattage, the curvature of the earth, and what natural or man-made obstacles are between you and the tower. Twenty miles is about the limit for direct signal under optimal conditions (signal sent over glassy water). Less-than-optimal conditions will reduce that, but we’ve also seen greater distances in situations where signal is bouncing off mountains, etc.
